I am one person. Here is roughly how long each part takes, so you can plan, and how to bring the price down.

What each part takes

Production roles and time

Storyboard or thumbnails	about 1 week per minute
Animation	several days per second of full animation
Clean-up and colour	about half the animation time

How to lower the price

Use a ready-made commission format.
Fewer characters, simpler backgrounds.
Loop a short action instead of a long scene.
